TRAFFIC MANAGEMENT SUPERVISING OFFICER
Location: Croydon
Job Purpose:
To achieve the department objectives in line with the corporate strategy and vision for which the job holder is directly responsible and continuously improves performance. The Traffic Management Supervisor will report to the Contract Civils Operations Manager. They will be responsible for the delivery of all Traffic Management works, working closely with the team and estimator to ensure all it is delivered safely, on programme and within budget.
Principal Accountabilities / Objectives:
Team Leader for Traffic Management in London South Waste Network Services Contract. Responsible for all TM from concept to completion. Management of all delivery tams activities and performance, to ensure full productivity and profitability are achieved.
Work to improve the cost effectiveness and efficiency of works delivery to continuously enhance the profit performance, work schedules.
Work to reduce defects and disallowed costs.
Manage all resources to achieve and improve on sector KPI targets.
To effectively manage resources, ie people, time, plant, materials, subcontractors
To check, control and authorise any requisitions placed by the authorised team.
Develop and maintain a rolling action plan that ensures continuous improvement can be demonstrated.
Ensure that business Management systems (BMS) are in place and implemented in line with the companies quality and environmental policies.
Support the TM Supervisor and Finance/Admin team to ensure superior team performance.
Manage Works Ordering System to ensure jobs are recorded and cost captured.
Work with other team members to develop forward plans and agreed programmes of work. Ensure potential challenges are identified and resolved at an early stage and system changes are made if required.
Effectively communicate contract requirements to staff
Ensure that Quality and Environmental systems are in place and are regularly reviewed.
Manage the cost and forecasting systems and ensure control measures are in place and working.
Ensure that the policies of both the company and partners are adhered to and that the requirements of legislation are met.
Foster good employee relations. Ensure that tam members are properly trained and developed to make their best contribution. Ensure all She audits are conducted in line with company policy.
Ensure completion of subordinates PDR’s, mid term appraisals and quarterly assessments are completed and recorded in line with company policy.
Ensure Company values and Vision is employed and embedded into the contract
Ensure HR Best Practice, policies and procedures are adhered to and followed.
Prepare job packs to ensure gangs work effectively
Safekeeping and operation of specialist equipment, ensuring equipment is properly maintained.
Maintain training register, organise training where required and monitor.
Ensure qualification tickets are kept up to date
Assess and calculate external measures
Ability to show a professional approach in dealing with new clients, suppliers and members of the public
Ensure work is completed to the current high standards and promote better working practices
Sourcing and procurement of materials as required and ensuring correct allocation of cost to jobs.

Competency: Skills/Knowledge/Qualifications:
Have extensive civil engineering or highways maintenance market sector experience.
Have a detailed understanding of the highways maintenance market sector.
Have an in depth understanding on how local authorities operate.
Possess an appropriate qualification and have sound technical knowledge.
Have a sound understanding of H&S and environmental legislation and best practice
Have drive and strong interpersonal skills
Have experience of working in a commercial environment
